ZEV 101: Understanding Zero-Emissions Vehicles

Zero-Emission Truck Loan Pilot Project
CARB and the California Energy Commission (CEC) are teaming up with Southern California Edison (SCE) to launch a $40 million program that provides small business owners with loan assistance to purchase zero-emissions vehicles for their fleets along with the necessary infrastructure. Discover how this statewide CARB program offers loan support for new or used Class 2b–8 commercial vehicles purchased by small businesses that own up to 20 trucks. This new program can be stacked with incentive programs to help small businesses get the financial help they need.
Innovative Small e-Fleet Pilot Program

Clean Truck Check /Advanced Clean Fleets State and Local Government Overview
Join us for a presentation about the Advanced Clean Fleets (ACF) regulation, the latest development in CARB’s decades-long history of setting increasingly stringent emissions standards for mobile sources that are needed to protect the public health and welfare of Californians. The ACF regulation requires that state and local government fleets reduce emissions by phasing in the use of ZEVs.
Plus, learn about the Clean Truck Check program, which combines periodic vehicle testing requirements with other emissions monitoring techniques and expanded enforcement strategies to identify vehicles in need of emissions-related repairs and ensure any needed repairs are performed. When fully implemented, the program will provide significant reductions in smog-forming and carcinogenic toxic air pollution necessary to achieve federal air quality mandates and healthy air in California’s communities.
Off-Road Diesel Program/Clean Off-Road Fleet Recognition Overview
Encouraging Zero-Emission Adoption via the Off-Road Diesel Regulation and the California Clean Construction Program
The types of zero-emission technologies available in the Off-Road Sector is gradually increasing, with the potential for greater emissions reductions as adoption increases. To help encourage this, the 2022 Amendments to the Off-Road Diesel-Fueled Fleets Regulation included provisions to promote adoption of zero-emission equipment in exchange for additional flexibility. CARB is also in the process of developing a new voluntary California Clean Construction program to further support this effort, and seeks the public’s input on this new and exciting effort.
Cal Fleet Advisor: Advice and Insights on Switching to Zero-Emissions Vehicles
Cal Fleet Advisor supports California’s medium- and heavy-duty vehicle operators in their switch to zero-emissions trucks, offering comprehensive solutions from fleet assessments to vehicle acquisition. Unlock insights into ZEV benefits, technical support, OEM and dealer referrals, and funding incentives. Get educated on Cal Fleet Advisor’s offerings and enrollment process during this session.
Southern California Zero-Emission Transit Forum
Hosted in partnership with LADOT, this forum will bring together transit agencies, utility partners, technology experts, and industry leaders for a focused discussion on the journey to zero-emission transit operations. Topics will include utility programs and workforce development, with discussions covering the practical challenges facing transit operators. While designed with transit agencies in mind, all Ride & Drive attendees are encouraged to attend and join the conversation.
eTRUC Working Group Meeting
The eTRUC Working Group meeting brings together key partners to share project updates, highlight new tools and resources such as the ZEV Training Hub and the California Regional Freight Heat Map, and discuss recent developments including the Grand Opening of the Advanced Transportation Research Center in Pomona. Attendees will review pilot site progress, complete a site selection survey, and explore upcoming milestones.
Government Fleets on the Road to Zero-Emissions Panel
This panel will bring together representatives from local government agencies to discuss how they have incorporated zero-emission vehicles into their fleets. Panelists will share firsthand experiences of how they approached planning, infrastructure buildout, vehicle selection, and workforce development, along with lessons learned through their fleet deployments of zero-emission vehicles. While the panel features government fleets, the information and real-world insight shared will benefit any fleet wanting to learn more about the switch to zero-emissions. All Ride & Drive attendees are encouraged to attend.
